This Comb Lock Pick set is designed to pick pin tumbler locks by moving all of the pin stacks completely above the shear line and allowing free rotation of the plug. Comb Picks exploit a very simple vulnerability in some padlocks. The technique is simple and the comb pick both picks the lock and turns it to open it. Basically, some padlocks allow you to push both pins out of the plug, meaning there's nothing obstructing the plug from turning. Comb Picks, when lined up with the pins, allow you to perform this moving of the pins out of the plug and then turn the comb pick to open the lock.
